Stephen Zopf has lived in Armstrong for about a decade and brings management and project experience.
His candidate biography was relatively general.
The forum was not.
On housing, Zopf talked about revisiting laneway and frontage rules to create opportunities for secondary or laneway housing and additional rental supply.
On communication, he suggested regular town-hall-style meetings in which residents could speak directly with council outside the normal structure of a council agenda.
He also challenged the reach of the City’s previous consultation.
Zopf did not argue that CARI consultation never happened.
He argued that participation in some in-person processes represented only a small share of Armstrong’s population and that the City needs to find ways to reach more people.
On taxes, he said his own household income increases have not kept pace with property-tax increases and argued council should try to hold increases down.

Another way to look at it: Low turnout at a consultation event does not necessarily mean the City failed to consult. It does raise a reasonable question about how representative the feedback is.
What I’d like to know: Which of Zopf’s proposed housing changes can Armstrong implement locally, and what would they cost the City in servicing or infrastructure?
