Andy Werner is one of the challengers most openly critical of the current council.
He has longtime Armstrong roots and has held leadership roles through his workplace, the Legion and Kin Club.
At the forum, Werner repeated concerns about accountability, downtown construction and taxes.
He said repeated increases in the 7-to-9-per-cent range are not sustainable for people whose incomes are not rising at the same pace and argued council will have to start prioritizing spending more aggressively.
That is a clear position.
What remains less clear is what “prioritizing” means once attached to actual projects.
Werner has criticized some spending and grant-funded work, but any serious lower-tax platform eventually has to identify what does not get funded.

Another way to look at it: Tax restraint can protect households. Deferring infrastructure or cutting services can also create costs of its own.
